Some Authorities are now reviewing the foundation on which the provision of School Transport has been decided. This review of existing transport provision is being undertaken for many reasons the prime being (i) cost (ii) safety (iii) passenger dignity (iv) risk

On the generic level some are asking why transport is not viewed as a whole that covers all journeys with the only criteria being space, safety and dignity when applied to the conveying vehicle. Not the absurd prospect of allocating a wheelchair user to the upstairs of a double-decker but to mixing mainstream pupils with special needs pupils wherever the circumstances are appropriate and whenever the benefits can be properly identified.
